Shedding light on a fundamental tension in liberal theory, Liberalism and Empire reaches beyond post-colonial studies to revise our conception of the grand liberal tradition and the conception of experience with which it is associated.

This paper is about Gandhi's critique of politics, of which his ambivalence towards democracy was a part. I argue that for Gandhi the ground of moral action is fearlessness, while that of political reason is security and self-defense. Gandhi sees the context of moral action in the mundane fabric of everyday life, in places such as the family and the village. The enduring appeal of liberalism lies in its commitment to the idea that human beings have a "natural" potential to live as free and equal individuals. The realization of this potential, however, is not a matter of nature, but requires that people be molded by a complex constellation of political and educational institutions. In this eloquent and provocative book, Uday Singh Mehta investigates in the major writings of John Locke the implications of this tension between individuals and (...) the institutions that mold them. The process of molding, he demonstrates, involves an external conformity and an internal self-restraint that severely limit the scope of individuality. Mehta explores the centrality of the human imagination in Locke's thought, focusing on his obsession with the potential dangers of the cognitive realm. Underlying Locke's fears regarding the excesses of the imagination is a political anxiety concerning how to limit their potential effects. In light of Locke's views on education, Mehta concludes that the promise of liberation at the heart of liberalism is vitiated by its constraints on cognitive and political freedom. (shrink)

Decolonization of the European empires in the twentieth century was spurred by the colonized based on two purposes: the desire for independence, and the desire to build a sovereign political identity. The most obvious feature of the first intention was the formation of anti-imperialist movements, organised under the banner ‘they must leave’. The latter was characterized by the establishment of constitutional government, which highlighted the identity of a novice country in a political and unified form and which featured a central (...) source of power. These two purposes share a complex relationship. For power to be sovereign, independence must be gained first. Power cannot be obligated to the wishes of another power or constrained by the laws of another regime. The struggle for independence of European empires did not readily create the conditions for the exercise of a sovereign power. It was elusive at the moment of independence. This chapter discusses some of the implications of these two purposes, with emphasis on the second purpose and the Indian experience. It addresses questions such as: what is the meaning of collective identity to those newly independent countries in the context of politics; what were the pressures on the claims to political identity and unity; how did these pressures encourage a revolutionary mindset in the conceptualization of constitutional provisions and political power; and how does the struggle for political identity relate to the history of nation and its struggle for independence? Terror and its cognates have come to signify the darkest excesses of contemporary and 20th-century political life. These include aggressive claims to purity; murderous manifestations of programmatic and religious self-certainty; paranoid and devastating responses to threats to national security; and more generally, an intensity of instrumental forms of thinking and acting that give to individuals, groups, and states a broad warrant for deploying violence as a means to their purposefulness. Hannah Arendt reflected deeply on the implications of such high-minded and (...) bellicose purposefulness. This chapter focuses on how Arendt also associated terror with something utterly commonplace, whose reach and provenance extended well beyond the 20th century—namely, in the political attempt to address ubiquitous social questions. Journal of Human Values, Volume 28, Issue 1, Page 29-43, January 2022. The COVID-19 crisis has revealed a need for rethinking approaches to education and livelihoods. Education in its present dispensation does not provide equitable access to children from marginalized segments of the population. It also suffers from deficits in the areas of social and emotional skills, over-emphasis on the three Rs, language used as a medium of instruction, and excessive competition for scoring marks, among others. There is very low (...) uptake of vocational education. The National Education Policy 2020 tries to address some of these issues and plans on closer integration of vocational education with the school framework. High unemployment rates of educated youth, along with underemployment due to skill mismatch, show poor school-to-work transition and underscore the importance of TVET for youth in the future. Skill already exists in the economy in informal knowledge systems which are largely undocumented and thus not acknowledged in the formal system. These need to be combined with Western-centric knowledge systems so that the imbalance between formally educated/trained workers and informally trained workers is redressed. There is also a need to bring back the joy of learning, as Tagore’s experimentation with education has demonstrated. (shrink)

Recruiting nurses from other countries is a long-standing practice. In recent years many countries in the developed world have more frequently recruited nurses from the developing world, causing an imbalance in the health services in often already impoverished countries. Despite guidelines and promises by developed countries that the practice should cease, it has largely failed to do so. A consortium of authors from countries that have experienced significant nurse poaching consider the ethical aspects behind this continuing practice.

The Perils of Invention is based on three Hannah Arendt Center Conferences: "Human Being in an Inhuman Age," "Lying and Politics," and "Truthtelling: Democracy in an Age without Facts." Contributions written for these conferences are placed alongside many new essays that reflect on the ideas they raised. The result is a freshly invigorated investigation into these critical and timely themes. There has been increased interest in the “dark side” of organizational behavior in recent decades. Workplace bullying, in particular, has received growing attention in the social sciences literature. However, this literature has lacked an integrated approach. More specifically, few studies have investigated causes at levels beyond the individual, such as the group or organization. Extending victim precipitation theory, we present a conceptual model of workplace bullying incorporating factors at the individual-, dyadic-, group-, and organizational-levels. Based on our theoretical model, a (...) number of propositions are offered which emphasize an interactionist, multi-level approach. This approach provides a valuable stepping stone and framework to guide future empirical research. Theoretical and practical implications are discussed. (shrink)

In the face of environmental crises such as climate change, pollution and biodiversity loss—which all adversely impact on health—Gils-Schmidt and Salloch explore whether physicians can be justified in taking climate issues into account in clinical care.1 While their approach centres on the ‘climate-sensitive’ decisions, physicians can carry out on the micro-level of clinical decision-making, they encourage further discussions on how climate-related issues can be included across different levels of decision-making in healthcare. We propose a list of tasks and a model (...) to assist with navigating the range of factors and structural elements an environmentally sensitive ethics must address. Stephen Gardiner’s notion of a perfect moral storm is central to understanding these issues.2 Gardiner describes how a perfect moral storm occurs in the centre of three overlapping conditions for human action and policymaking in the face of climate change. This storm is driven by: (1) a lack of interest among current generations to meet global needs and accommodate the well-being of future generations, (2) a lack of ecological concerns for other parts of nature than humans and (3) weak ethical and political theories and institutions shaping policy decisions on issues with severe implications across borders and generations. Moreover, these conditions are embedded in the existing, complex world of ethically unjustified power imbalances and social injustice. The growing awareness of healthcare’s climate footprint has amplified and accelerated global, grassroots action to make healthcare more environmentally friendly. Background Over the last decades, the neurosciences, behavioral sciences, and the social sciences have all seen a rapid development of innovative research methods. The field of bioethics, however, has trailed behind in methodological innovation. Despite the so-called “empirical turn” in bioethics, research methodology for project development, data collection and analysis, and dissemination has remained largely restricted to surveys, interviews, and research papers. We have previously argued for a “Design Bioethics” approach to empirical bioethics methodology, which develops purpose-built methods for investigation (...) of bioethical concerns. In this paper we compare a research tool created using a design bioethics approach to a “methods-as-usual” approach in empirical bioethics. Methods Our study compared dimensions of engagement with a digital game we created, called “Tracing Tomorrow,” to a standard vignette survey. The two tools investigated the same subject matter, digital phenotyping for mental health, in a sample of 301 UK adolescents. Results Participants who played the game reported a greater sense of presence, emotional engagement, cognitive absorption, and mental health ethics insight, compared to participants who completed the vignette survey. Perceived authenticity and curiosity/motivation to learn more was equivalent for both methods. Conclusion The results of this study highlights the importance of purpose-built methodology for empirical bioethics research. (shrink)

According to the Supreme Court of Canada, Aboriginal title is a property right, albeit of a distinctive kind. Most significantly, the right is subject to an inherent limit: title lands cannot be used in a way that deprives present and future generations of the right to use the land. Aboriginal title is also encumbered by a restraint on alienation, and has its source in Aboriginal legal systems that predate and survive the assertion of Crown sovereignty. In this paper, we argue (...) that these features of Aboriginal title are not burdensome judicial innovations on a property right, but are instead the essential contours of a sovereign right. That is, the Court’s own description of Aboriginal title does not comport with sound theoretical understandings of a property right. Aboriginal title is much more akin to a right of sovereignty—the right to make laws about the use of a territory. Aboriginal title is the right of law-making jurisdiction over the title lands. The existing literature, while edging towards the view that Aboriginal title is a sovereign right, has lacked the unifying theoretical basis needed to decisively dispatch the Court’s property paradigm. In particular, all extant accounts find the inherent limit inexplicable. The account in this article theorizes and explains the inherent limit, as well as all of the sui generis elements of Aboriginal title, and shows their interconnectedness. Our view additionally answers a number of questions that the Court’s property paradigm does not, including: (1) what laws primarily govern title lands; (2) who has standing to question whether any particular use of title land violates the inherent limit; (3) what is the status of private land interests that overlap with Aboriginal title lands; and (4) how should the doctrine of Aboriginal title be updated in light of jurisprudential developments emphasizing that Indigenous peoples never ceded their sovereignty? Multicultural environments require learning multiple number notations wherein some are encountered more frequently than others. This leads to differences in exposure and consequently differences in usage between notations. We find that differential notational usage imposes a significant neurocognitive load on number processing. Despite simultaneous acquisition, forty-two adult binumerate populations, familiar with two positional writing systems namely Hindu Nagari digits and Hindu Arabic digits, reported significantly lower preference and usage for Nagari as compared to Arabic. Twenty-four participants showed significantly increased reaction (...) times and reduced accuracy while performing magnitude comparison tasks in Nagari with respect to Arabic. Functional magnetic resonance imaging revealed that processing Nagari elicited significantly greater activity in number processing and attention networks. A direct subtraction of networks for Nagari and Arabic notations revealed a neural circuit comprising of bilateral intra-parietal sulcus, inferior and mid frontal gyri, fusiform gyrus and the anterior cingulate cortex (FDR p<0.005). Additionally, whole brain correlation analysis showed that activity in the left inferior parietal region was modulated by task performance in Nagari. We attribute the increased activation in Ng to increased task difficulty due to infrequent exposure and usage. Our results reiterate the role of the left intra-parietal sulcus in modulating performance in numeric tasks and highlight that of the attention network for monitoring symbolic notation mode in binumerates. In Aesthetic Theory, Adorno discusses the progressive spiritualization of art over the course of two centuries. By excluding natural beauty, art established itself as a realm of freedom created by the autonomous subject. Yet, similar to the process of rationalization that Adorno and Horkheimer describe in the Dialectic of Enlightenment, spiritualization also exposes the autonomy of art to the return of the repressed. In this paper, I establish a distinction in Adorno's work between spiritualization in its traditional sense, which designates (...) this cycle of repression and return, and spiritualization in its radical sense, as the process that turns art against its history of domination. Spiritualization in this latter sense is the basis for an encounter with the repressed that exhibits a non- dominating stance toward otherness. (shrink)

The uniqueness of Psychiatry as a medical speciality lies in the fact that aside from tackling what it considers as illnesses, it has perchance to comment on and tackle many issues of social relevance as well. Whether this is advisable or not is another matter; but such a process is inevitable due to the inherent nature of the branch and the problems it deals with. Moreover this is at the root of the polarization of psychiatry into opposing psychosocial and biological (...) schools. This gets reflected in their visualization of scope, in definitions and in methodology as well. Whilst healthy criticism of one against the other school is necessary, there should be caution against hasty application of one's frame of reference to an approach that does not intend to follow, or conform to, one's methodology. This should be done within the referential framework of the school critically evaluated, with due consideration for its methods and concepts. Similarly, as at present, there is no evidence to prove one or the other of these approaches as better, aside from personal choice. We can say so even if there is a strong paradigm shift towards the biological at present. A renaissance of scientific psychoanalysis coupled with a perceptive neurobiology which can translate those insights into testable hypotheses holds the greatest promise for psychiatry in the future. This suggests the need for unification of diverse appearing approaches to get a more comprehensive and enlightened worldview. It requires a highly integrative capacity. Just as a physicist thinks simultaneously in terms of particles and waves, a psychiatrist must think of motives, emotions and desires in the same breath as neurobiology, genetics and psychopharmacology. However, the integration must be attempted without destroying the internal cohesiveness of the individual schools. This will give a fair chance for polarization in which a single proper approach in psychiatry could emerge, which may be a conglomerate of diverse appearing approaches of today, or one which supersedes the rest. A synthesis of cognitive psychology and neuroscience offers the greatest promise at present. (shrink)

It takes up some very interesting and new subjects like role of Brahmanas in the anti-Alexander movement in north-west India and the concept of national integration in ancient India. It explores the sources of history of Uttar Pradesh and the antiquity of Ayodhya and historicity of Rama in an interesting study. This article analyzes the significance of the Rāmāyaṇa, a serial telecast on state-controlled television in 1987-88, to the neo-liberal shift and the rise of Hindu nationalism in India. Analyzing the inter-subjective structure of the TV serial and the audience it created, the article teases out the complex play of commodity fetishism and mythopoeic investment in the experience of the audience, and how the political right capitalized on these processes. It argues that the human compulsion to repetition and a jouissance consequent (...) to a pre-existing collective unconscious were harnessed as able allies in this transformative process. The Rāmāyaṇa serial metonymically represents the ideological appropriation of the hysteric’s scream for god at the traumatic moment of neo-liberal arrival, both as a flood of commodities and as discursive hegemony. The religious discourse, I argue, was necessary to this transitional structure –the new economic order could only be ushered in the name of God. God was the necessary supplement of a culture apropos the new economy. (shrink)
